Horse Gestation

Hi i have an Arab x Stock Horse whose 16 yo and has a pretty hard mouth. I can turn him very easily from side to side and back him up when he's at a stand still but when he is trotting or cantering he just doesn't want to respond me pulling him up. Im not sure its because he's getting a little to carried away in wanting to keep on running but eventually when i pull hard enough or turn him in a circle he'll stop. What should i do? Please help !! :S
